This is an experimental piece struck in argentan - a German silver alloy - using regular business strike 1854 half dime dies. On this variety, the date is high. These were struck on very thick planchets with rounded plain edge and have the appearance of a broadstruck mint error. About a half dozen are believed to exist. Photo courtesy of PCGS.
