This fantasy muling of the 1858 flying eagle design with small letters and the regular 1864 indian head design without "L" was probably deliberately struck for sale to collectors.
Its first auction occurrence was as lot 570 of an October 1868 Mason & Company sale. Only 2 or 3 examples are known today including the following:

2) Dibello-Stacks 5/70, Stacks 12/80, Auction 83, Queller-Heritage 1/09 - NGC65
Older listing include Brenner-1914 ANA, Brand (journal #92500:459) and another is listed in the Newcomer inventory although the description may mean this is an error.
