This is a reverse electrotype trial piece, in white metal, by James Earl Fraser for a Panama Pacific Exposition quarter along with obverse JC1915-1/P5180.
Fraser is best known today as the designer of the famous buffalo nickel which was to be in circulation from 1913 to 1938 and on patterns like P1789/P2025.
This electrotrial appears to be unique and was part of the Fraser estate and sold in Bowers and Ruddy's 1981 ANA sale.
